appointed is true, but one of these has had no clerical training and the other has had but little experience, being young; but,

since these two have been in the Department, they have never been together in the office, one or other of then having been at home on leave. When Mr. McIver returns from leave, and the staff of the Department is up to its full strength, we shall be the better enabled to carry out the work, and to deal with these Chinese clerks, whom bitter experience has now proved to

be thorough‡y unreliable.

I enclose replies to three of the letters

referred to by you in your letter under reply. The fourth is addressed to Mr. McIver, who is at home on leave, and who has no knowledge of the events leading to the present situation. I beg to request instructions as to what I am te do with it.

With regard to the reply from ar. Chan Puź

his statements in paragraphs 2 and 4 are not borne out by the facts stated in my paragraph 2 above. I unfortunately did not issue the orders in writing, but I gave him them as I say above, in the presence of Mr. Mossor, who can, I have no doubt, corroborate. In paragraph 5 er his reply, ho acknowledges to ny having given him this very order upon another occasion.
